The class council enables learners to “learn” democracy. It is a body of self-empowerment in which all members of the class and the teachers participate on an equal footing.

In regular class council meetings, learners discuss their concerns, reflect on their learning progress, and practice discussion rules, taking minutes, and moderation techniques.

Students can experience that it makes sense to be involved in a community.
